Key Services Provided

• The agreement allows the VLE to deliver Aadhaar UCL services, enabling residents to update their demographic data in the Aadhaar system.

Terms & Conditions

1. Machine Registration: Each VLE can register only one machine for providing Aadhaar UCL services, linked to their CSC ID.
2. Financial Security: The VLE must maintain a financial security of ₹10,000 in their CSC wallet, which remains frozen during service delivery.
3. Compliance with UIDAI Guidelines: The VLE must adhere to all requirements set by the Unique Identification Authority of India (UIDAI), including hardware, software, and infrastructure specifications. These include:
   • Bank BC Certificate and UIDAI Supervisor certificate.
   • Police verification no older than three months.
   • Installation of CCTV cameras, provision for disabled access, and proper seating for residents.
   • A reliable internet connection with a static IP address.
4. Service Delivery: The VLE is responsible for providing services strictly as per the prescribed guidelines of UIDAI and must ensure confidentiality and security of resident data.

Roles & Responsibilities

• CSC e-Governance (First Party): Provides the necessary training and technical support to the VLE.
• VLE (Second Party): Responsible for carrying out the demographic updates per UIDAI guidelines. This includes handling data carefully, ensuring the proper use of authorized equipment, and maintaining a suitable environment at the service center.

Penalties & Legal Obligations

• VLEs are subject to penalties if found violating UIDAI guidelines, such as overcharging, using unauthorized software, or compromising data security. The penalties can include financial charges or suspension of operator IDs.
• In severe cases, such as fraud or misuse of the Aadhaar system, FIRs may be lodged, and the VLE’s agreement may be terminated.

Tenure & Termination

• The agreement is valid for three years, subject to termination clauses. It can be terminated if the VLE violates the terms, is involved in unlawful activities, or if the agreement between CSC and UIDAI ends.
• The termination can also occur if the VLE operates the Aadhaar update services outside of the designated premises.

Confidentiality Clause The VLE is bound to maintain the confidentiality of the information and data processed as part of the Aadhaar UCL services. Any unauthorized sharing of resident data can lead to severe legal consequences under the Aadhaar Act 2016 and the Information Technology Act 2000.
