According to Dinesh Tyagi, MD CSC SPV – “Welfare funds for CSC VLE will go a long way in recognizing the role played by these digital entrepreneurs across the country in delivery of government and related services to citizens, especially in Rural India.
सीएससी एसपीवी के एमडी दिनेश त्यागी के अनुसार – “सीएससी वीएलई के लिए वेलफेयर फंड देश भर में इन डिजिटल उद्यमियों VLEs द्वारा नागरिकों को सरकार और संबंधित सेवाओं के वितरण में विशेष रूप से ग्रामीण भारत में निभाई गई भूमिका को पहचानने में एक लंबा सफर तय करेगा।
CSC has set up a welfare fund for VLEs, who run CSC to deliver govt services in rural areas & small towns, a top official said. The initiative is expected to help VLEs if they suffer due to any calamity.
CSC Vle Work In COVID Data Entry
CSC ने डेटा एंट्री कार्य के लिए COVID अस्पताल में 300 से अधिक CSC Vles को प्रदान किया था! और उनमें से कुछ महामारी से प्रभावित थे! किंतु अभी तक CSC Vles को Support करने के लिए कोई Specific Support का नियम नहीं था! लेकिन Vles के जोखिम को देखते हुए! CSC SPV द्वारा CSC Vle Welfare Fund की स्थापना की है! जसिके ज़रिए किसी आपदा से प्रभावित vles को सपोर्ट करेंगा!
Need of Vle Welfare Fund
Before the Launch of CSC Vle Welfare Fund There was no scheme to extend support to a VLE family in such eventualities. अर्थात् वी एल ई कल्याण फंड योजना की शुरूवत से पहले Vles व उनके परिवार की मदद Support करने के लिए! कोई योजना नहीं थी किंतु VLEs के जोखिम को देखते हुए! CSC ने Vle Welfare Fund की स्थापना की है! जो किसी आपदा से प्रभावित vles को सपोर्ट करेंगा!
How Vle Welfare Fund Will Be Work (vle Rahat Kosh Kaise Kam Karega?)
Vle Welfare Fund Yojana: CSC को Support करने की योजना Vle rahat kosh को वीएलई (vle) से एकत्र (Collect) की जाने वाली Penality Ammount दंड राशि पर आधारित होगी! The scheme will fill the gap in the CSC system to support VLEs and the corpus will be based on the penal amount that will be collected from VLEs.
Penalties that will be collected from VLEs
VLE से Penalties कुछ योजनाओं में लेनदेन लक्ष्यों को पूरा नहीं करने के लिए वीएलई से एकत्र की गई दंड राशि से फंड बनाया जाएगा, और सीएससी एसपीवी कोष बनाने के लिए दंड राशि से मेल खाएगा! The fund will be created from a penal amount collected from VLEs for not meeting transaction targets in certain schemes, and CSC SPV will match the penal amount to build the corpus.
Effective Date
दंड का प्रावधान एक अक्टूबर से प्रभावी होगा! The penal provision will be effective from October 1.
Limit & Size of The Fund
त्यागी सर ने कहा कि कोष के आकार की कोई सीमा नहीं होगी! Dinesh Tyagi Sir said there will be no limit to the size of the corpus.
Effect Of Covid on CSC Vles Business
वर्तमान में, सेवा वितरण के लिए लगभग चार लाख कॉमन सर्विस सेंटर (CSC) का प्रबंधन और संचालन ग्राम स्तर के उद्यमियों द्वारा किया जा रहा है! COVID समय के दौरान, इन VLE का व्यवसाय प्रभावित हुआ था! हालाँकि, अब ये सभी कार्यात्मक हो गए हैं! At present, around four lakh common service centers (CSC) for service delivery are being managed and operated by village-level entrepreneurs. जिसके भीतर हॉस्पिटल में लगने वाले खर्च CSC Bajaj Health Policy व CSC Bajaj Hospital Cash Policy के ज़रिए Vle द्वारा चुनी गयी अपनी Per Day Income के हिसाब से उसको पैसा दिया जाता है! यह अतिरिक्त सी एस सी हेल्थ इन्शुरन्स कवर लेने के लिए आपको अपने CSC Digital सेवा Portal के माध्यम से आवेदन करना होता है!
CSC Bajaj Hospital Cash Policy
CSC SPV द्वारा Bajaj Insurance के साथ मिलकर एक Hospital Cash Policy की शुरूवत की गयी है! जिसके भीतर कोई भी CSC Vle / Operator / आम नागरिक अपनी Age के अनुसार प्रीमीयम (नीचे दी गयी Table में देखे) देकर! हॉस्पिटल में किसी भी कारण भर्ती होने की दशा में अपने द्वारा चुनी गयी Per Day Income को Cash में प्राप्त कर सकते है!
Example- यदि आप (A) 500 रुपए Sum Insured वाला Policy Plan प्लान सलेक्ट करते है! और आपकी उम्र 90 दिन से 25 साल के बीच है! तो आपको 250 रुपए Plus GST का प्रीमीयम जमा कर! एक वर्ष के भीतर यदि किसी भी वजह से Hospital में Admit होते है! तो जितने भी दिन के लिए आप Hospital में Admit रहेंगे! Per Day आपको 500 रुपए प्रति दिन के हिसाब से भुगतान किया जाएगा! उदाहरण के लिए यदि आप 10 दिन के लिए भर्ती होते है! तो Claim की दशा में आपको 500 x 10 = 5000 रुपए का भुगतान किया जाएगा!

How to Claim Hospital Bill Payment
दोस्तों यदि आप Hospital में लगने वाले Exprenses को Claim करना चाहते है! तो इसके लिए आपको CSC Portal के माध्यम से एक Health Insurance Plan लेना होगा! जिसके माध्यम से आपके हॉस्पिटल में भर्ती रहने के दौरान लगने वाले तमाम खर्चो का भुगतान बीमा कम्पनी द्वारा किया जाता है! नीचे दी गयी तालीक में से आप अपनी उम्र के हिसाब से प्रीमीयम का भुगतान कर एक वर्ष के लिए! CSC SPV Services launches VLE welfare fund
New Delhi, Sep 27 (PTI) E-governance services company CSC SPV has set up a welfare fund for village-level entrepreneurs, who run common service centres to deliver government services in rural areas and small towns, a top official said. The initiative is expected to help
VLEs if they suffer due to any calamity. “Welfare funds for CSC VLE will go a long way in recognising the role played by these digi-
tal entrepreneurs across the country in delivery of government and related services to citizens especially in Rural India,” CSC SPV Managing Director Dinesh Tyagi told PTI.
CSC had provided more than 300 persons in COVID hospital for data entry work, and some of them were affected by the pandemic.
There was no scheme to extend support to a VLE family in such eventualities. The scheme will fill the gap in the CSC system to support VLEs and the corpus will be based on the penal amount that will be collected from VLEs.
The fund will be created from a penal amount collected from VLEs for not meeting transaction targets in certain schemes, and CSC SPV will match the penal amount to build the corpus.
